Uttar Pradesh: India's Largest State's Civic Challenges

Uttar Pradesh elects 80 of India's 543 Lok Sabha Members of Parliament — 14.7% of the House from a state that accounts for 16.5% of India's population. The state's 240 million residents face civic challenges at a scale that shapes national averages.

Power: The UPPCL Problem

The Uttar Pradesh Power Corporation Limited (UPPCL) is one of India's most financially stressed distribution companies. Rural areas of UP face 6-10 hours of daily load shedding; smaller towns face 4-6 hours. UP's per-capita power consumption is well below the national average despite electrification progress under the Saubhagya scheme.

Road Infrastructure

UP has benefited from massive expressway investment — the Agra-Lucknow Expressway, Purvanchal Expressway, and Bundelkhand Expressway represent investments of tens of thousands of crores. But district and panchayat roads — which connect the vast majority of UP's villages — remain poorly maintained, with significant completion backlogs in eastern UP districts.

Health: The PHC Staffing Emergency

UP has one of India's highest Maternal Mortality Ratios — 167 per 100,000 live births versus the national average of 97 (SRS 2021). PHC doctor vacancy rates in UP exceed 40% in many districts. The gap between UP's healthcare needs and its PHC staffing levels represents a persistent civic failure with direct parliamentary accountability implications.
